Hm..There are a lot of different meanings with "dare", there is also an expression "to dare so. to do sth." I think you can say it in this connection.

Yesterday there was a special fest called in German Altweiberfastnacht. Some of women dressed extra wonderful, with bright make-up, attacked the main places, cut ties by some men, drunk beer and champagne, and cried a lot.
The reason is - only one day in the year when women fill emansipate.
What do you think about this fest?

I don't like emansipation, but thats not the main thing. Were they dressed in a feminine way or in a typically German way?
